hello to all;

I want to start an WISP in our city in Afghanistan. currently we have fiber internet in our city. but as I know the people, people needs wireless internet. so I want to start it. but I don't know what is the requirements for WISP and what will be the cost?
so please if you have information about it. please tell me what I do?
