I HAVE A DELL DESKTOP AND I CHANGED ALL OF MY DESKTOP ICONS TO EXPLORER ICONS, NOW WHEN I CLICK ON AN ICON I GET THE MESSAGE "VIEW THE DOWNLOAD" DO I WANT TO SAVE OR RUN THE PROGRAM. I HAVE TRIED TO GO TO THE START MENUE AND TYPE REGEDIT, WHEN I DO I GET THE SAME MESSAGE...HELP

See if you can restore your system back to a date before the problem occurred.

First, please stop writing all in capital letters. Writing all in capital letters, in computer language is equivalent to shouting, it also considered as aggressive and offensive. I also find capital letter texts as annoying for my reading.
Having said that, icons had changed to "Explorer" but now you are talking about "Internet Explorer", they are two different things. Is it Explorer or Internet Explorer?
Important, what is your operating system?
