Reinstalling recovery

i have a strange question my daughter has a acer laptop.somehow all programs has been earsed the question i have is. can i download the recovery program on the desktop an the copy it to a usb.? an then reinstall it to the laptop. why asking is being on a fixed income disabled its hard to get a hold of
