Recycling Bin

Hello, and good afternoon I have a question to ask. I cant open my Google Chrome or internet explorer it says application error and to terminate the task. I have accidentally permentaly deleted the Google Chrome file which I am trying to recover. How can I recover any file without using some sort of software. My Google chrome was the only browser I use and then I might had foolishly moved this file to use for the internet explorer to open on my desktop. Neither ( internet explorer or Google Chrome) open.
