My external hardware say usb device not recognized !!

when i connect my hardware to usb 3 open and make everything ordinary but when connect it to usb 2 in my lap or in any computer it say " usb device not recognized " i try to change cable but error still happen !
Any help please

You seam to have a problem with a USB 3 device that is not "backward compatible" with USB 2. I would contact the manufacturer to exchange the device.
