My laptop is hanged

Hello
My Acer aspire one is hanged only a image appears and nothing works only a mouse is working

But nothing appears on desktop no icons are there on the screen only my brothers image appears and in middle there is written (text)

Only the thing is how to reset my laptop acer aspire one by keyboard's keys on starting it is Acer appears on desktop and on base there is written press f2 and f12 and after that the screen is fully blank after some time it shows to choose administrator after I choose Acer it says welcome and on the other side it shows loading personal setting and after some time it shows my brothers image and in the middle there is written text
