Toshiba screen keeps restarting itself

Hello,
My Toshiba keeps restarting itself I cant get it to go beyond the "Toshiba Leading Innovation" Screen the only two options I am getting is to press f2 or f12 in which neither is helping. Can anyone help me solve this problem

Hello toy,

Try this 1,
You can try the hard reboot process:
1. remove the battery and power cord
2. push and hold down the power button for 45 seconds
3. restore battery and power cord
4. restart the laptop

this did not help is there another way I can do this

This is not working. It still comes up to the Toshiba Leading Innovation screen and just cycles thru this screen I cant get past this screen at all

Try to reseat your RAM and then start your laptop!
