How to create new admin account on xp pro

Hello,
i have a dell latitude E5500 the admin account for login is gone....ineed to get in computer but everytime it says i need admin to get in how do i fix igt
it will not let me create a new account...i tryed safe mode and tried regedit to change string but no avail
