Hi, please help me.

So i found a hacker on TS, he was giving me money on a game then he send me a download then i downloaded it, and now i cant open any programs so i deleted my user and created a new but that didnt work so now i cant open any programs, like google, control panel, run, regedit. Please help me fix this problem, every file is .Ink but i cant even open Control Panel or something. Help me please.

I suggest you reinstall Windows and erase the current data.
