You could have a virus or malware infection. Since this laptop should be moderately fast. Or is it just the Internet that is slow?
I suggest you try to clean the computer using some of the free programs that you can download. I suggest the free versions of Malwarebytes and/or Advanced System Care. Just Google the names for a download location.

back up your file and reformat your laptop. have a license anti virus. I recommend ESET anti virus.
