Hello niraakar,
Have you tried deleting your files with third-party software for data recovery? Most of them have the ability to write zeros to the storage devices. You can also try to format your SD card on another PC to see if you gain access there.
Also, make sure that you log in as an administrator on your PC, because otherwise you won't have the permissions to make changes to your external storage. You can navigate through this forum and search for help as its database is very rich.
