Hello,
We have a Samsung led smart tv and an hdmi cable Connecting it to the cable box which works fine however when pulling it out of cable box and putting into laptop the connection is choppy. It skips from black screen to laptop screen throughout use. However when putting it back into cable box there is no problem. Any ideas.

Yea, please understand that HDMI is NOT a standard. What that means, is each manufacturer can kinda call their HDMI, HDMI, but there is no single one thing that makes HDMI. SO, if the manufacturers would get together and make a standard, then we would have no problem.
HDMI (High-Definition Multimedia Interface) is a proprietary audio/video interface for transferring uncompressed video data and compressed or uncompressed digital audio data from an HDMI-compliant source device

Notice the word PROPRIETARY? That means NOT a standard!

Yes i understand that however back in February we bought this tv, had an x box one hooked up to it via hdmi and cable as well, we used to be able to hook it up to the laptop via a cable from one of those devices. And it all worked fine. In march we no longer ran everything through the x box and introduced a separate hdmi for cable. My son ripped the cable out of the back of the tv and damaged the cable so we bought a new one and since then the hdmi no longer works in the laptop making it choppy. It is the same hdmi we used before.

He may have damaged more than the cable. Sorry to hear.
