Router redirects my computer to a different router or hotspots

I use both a windows laptop and Apple iPads. I have seen on the WINDOWS laptop that a program forces me to use different adapters and re routes my urns away from my CABLE server.
On cheap tablets , I am directed to log on to hot spots... I even get Mac numbers, login information and said info.

On the iPads, the diagnostics show AWDD results even tho I have disconnected from Att service and taken out the SIM cards.
I will add however, get Att mail and the accounts have fraudentulently been opened in the past. They won't talk to me because I don't have a current account!

I must also add, I have logged into straight talk phones with the same email address, which is now stolen. So I have too many hacked and synced devices. Where to start?
