How to create a web application shortcut using Google Chrome

Hello,

I have lost my ability to create a web application shortcut, since I no longer have access to tools, just more tools. Is there an alternative method to create the shortcut?

Right click on the desktop, select new,l then select shortcut. Fill in the URL of the shortcut!
