Hello N,
I think the main cause for your USB ports not to work is that the driver of your PC has been damaged. That's why any external device is not being recognized. I suggest you that you go to Device manager on your PC and navigate till USB Root Hub controler. Then erase the driver for this device and make a restart of the computer. Windows should automatically download and install the respective driver if you're connected to the Internet.
