Hi Aopson,
How many hard drives do you have in your PC? Are you trying to format a storage drive? If you want to format the primary drive, it is normal that you get an error message. In order to format it, you may need to use a Windows installation drive.

do you want to format a hard disk or a partition? from now, I haven't know how to format a hard disk but delete a disk.
if you want to format a partition completely, you can use command prompt. Start> cmd> format d:/fs:ntfs
