Is this a brand new hard disk?
When booting to the Windows 7 CD select "Repair Computer" instead and open command prompt.
type DISKPART and press enter.
type list disk and press enter
does it show your hard drive?

it seems you need to update the Storage Controller Type.
1, find the website of your computer's manufacture,
2, load the same website in another computer, and download the newest drivers to an USB or a removable media.
3, reinstall windows 7, and for "where do you want to install?", click "Load Driver"
4, connect the removable media to your first computer to click ok.
