If you have important files that you need them, you can try to download a DATA RECOVERY software to save your files.
If your SD card is empty, you can try the quick format. If it doesn't work, try the hard format.

and I tried the cmd and it failed
so what can I do I need help

Right Click your SD Card
Click on Format.
In the format option section uncheck Quick Format.
Click start.
