Yes you are. Please follow the following steps:
- Using your keyboard click on windows + r simultaneously.
- Type: "simultaneously" and hit Enter.
- Make sure that Users must enter a name and password to use this computer is checked.
- Under "Users for this computer" Click on you username and click on Properties.
- Click on "Group membership" tab and change it to Administrator.
- Click OK.
You should be able to change the password.
