Dell I5110 laptop is not starting

Hello,

i am using dell laptop I5110. after 10-15 days when i open my laptop its not starting. when i plunging charge a LED is bling but its not starting.

i follow the some step also like...
1.remove my battery
2.push power button for 30-60 second.
3.enter battery and charging pin
4.then again push power button .

but in spite of this step its not starting.

please do the needful.
