Missing or corrupt Windows System32 Config system

Hello,
I have followed some of your videos here and I feel you are in a position to help me out. Here is the problem, My Samsung notebook computer tells me on it screen when powered on that windows could not start because WINDOWS /SYSTEM32/CONFIG/SYSTEM file. is missing or corrupt. I have tried an ISO Bootable Windows XP USB drive and also tried to repair the problem Registry with a bootable USB drive non of these worked. Please give me a tutorial on how to fix this problem on my notebook.

Thanks for rapid response but my computer is a Samsung HM160HI Notebook which requires a bootable universal-serial-bus USB] Drive not CD/DVD Drive. Please tell me how to solve this problem using a bootable USB Drive. Tanks.
