OK,
For some reason, unknown to me, this morning after posting the above comments about my success, I later attempted to access my Outlook email using IE 11.20.105.8.60 as usual and got the same error message again!
I followed the instructions I listed above and the problem is resolved, Again. I hope this doesn't continue...

Sorry it took so long to reply.
What worked for me is the suggestion (don't remember who) that I do this:
Go to "Start"
"Run" and type in "inetcpl.cpl" (without the quotes), and hit enter.
When the window appears, select the "Advanced" tab.
At the bottom you will see "Reset".
Click on "Reset" and then click on it again and hit OK.
That fixed the problem for me.

This may be because you are on a browser that e.g. 'Outlook' blocked so try a different browser like explorer / Google Chrome
