If the webcam came directly with the laptop (internal or external) and is not working, you may need two things: The Driver for the hardware and the Software to actually run your Web Cam.
Locate the make and model of your Laptop and head over to the manufacturers website, in the support / download drivers section, select your computer and go through the list of drivers. You will find the web cam driver there.
Once you have installed the driver and the webcam shows up in your hardware list, it's time to download supporting software. Their are many websites that provide FREE programs, just Google "Free Webcam Software".
I would make sure you have a virus scanner or malware blocker ready just in case you select the wrong freeware.

This is VERY LIKELY a problem with the hardware. For me, and many others in this boat, this was NOT a software problem. Don't waste your time with all of this without seeing if your webcam has come unplugged behind the frame of your monitor. The cable comes unplugged very easily and needs to be set back in place. HP knows about this issue but they aren't talking. Either send it back to HP, or risk it and open the frame like I did. It is a very easy fix. I added a very small dab (like a drop) of clear silicon over the joint when the plugs meet to hold it in place. (Because after the first time I repaired this issue it came unplugged within a month)..
