Computer will not boot

Hello,

I have a toshiba satallite C850, one day it was playing up so I tried to wipe the hard drive and start again, but now when I switch it on, the screen just keeps on flashing, but when I remove the hard drive and put windows 8.1 it starts to boot up to re install windows 8.1, it asks for the licence code which I enter, then it asks me which drive to install it to, so I put the hard drive back in but nothing happens, so I go to options and press reset computer, and it says cannot complete due to missing drive, does that mean I need to replace the hard drive?
