If you tried typing in a web address in the url bar and couldn't connect, then I recommend downloading Firefox or Chrome from another computer, place the new browser installation file(s) on a usb thumb drive, and install it from there.
Internet Explorer can get weird sometimes, especially on Windows XP or older systems. Firefox or Chrome configuration automatically configures itself to work with any internet connection.
If after installing a different browser doesn't work then its most likely a network connection issue.
