Dell Inspiron All in one touch screen icons

I recently turned on my computer and both the icons on the task bar at the bottom, my start button and Internet explorer do not work. I cannot access the Internet or really get into any program. I have no idea what I have done as it worked before. Also, the wifi icon does not show up either, but I know our wifi is working. Help!!
