Replacing my old Google account to a new account

Hello, please a friend of my lost his gmail acount and trying to log in but the system not allowing.l am sending this email to see if Google can help me resolve and recover his email through his number for Google account because he has forgotten the email and password too.(****)or through this new email (***@***) ,I created for him because the previous email can't be remembered by him by sending code through this his phone number or new email for recovery thanks.
