Laptop only hear the noise of the fan

My laptop won't switch on...it only turns on the lights for a second an then swicth off and i only hear the noise of the fan. I have also tried the hardware method but its not helping.

If you can hear the fan looks like a hard disk failure.

Have the disk changed by a technician
