Hello rajarmando,
Have you checked whether the optical drive of the laptop is working? If you have tried, you could so with a repair CD of the operating system that you have. I suppose that it is Windows, right? If you don't have a repair CD try to make one on a friend's PC, for example, which has the same operating systema that you have. It also has to be designed for the same bits processor, meaning a 32 bits or 64 bits processor.
If you are able to boot from the CD, then you should be able to enter the Safe mode and enter the following commands followed by Enter:
Bootrec.exe
/fixmbr
/fixboot
/scanos
/rebuildbcd
Let me know if that helped.

Yes, you could. You can try in the Windows store, I think there is the best option. :)
You have to remember what type of version of the OS did your laptop have when it was running on Win 8. Was it 64 bits? If it is that so, you can find a 64-bit OS running on some of your friends' PC and make a bootable USB drive there.
