Can you receive mail? If you can receive but not send, the client isn't configured correctly to authenticate against your ISP SMTP server! Did you recently move, or change ISP's?

Hello
Is there a error message you are receiving and what type of account do you have. If you could share it in order to assist you better.
Also,
>> You can check your SMTP settings to see whether they are creating the issue.
Open Outlook >> Account Settings >> select your e-mail account and click Change >> More settings >> Advance tab.
>> Your Settings:
Outgoing server : 587.
If you have 25 port number, due to some restrictions provided by ISP, normal send mail port 25 gets blocked. Thus you can change your port number.
>> Clean up the messages stuck in your Outlook if any.
>> Check for any Firewall interfering with your Send cycle.
