Hi Tachibana,
I would recommend you to connect the USB drive and open DiskManagement. Right click the USB drive and select the Format option. Please check this suggestion and tell me if it is working. If it is not, run the Command Prompt and type the following commands:
Diskpart
List disk
Select disk n (n must be number of the drive)
Clean
Go back to Disk Management and try to format it again by right clicking on it.
