Icons disappear and appear again rapidly

My icons on my windows pc are disappearing and appearing again a second later and it keeps doing it it makes it impossible to click an app, but it stops for a couple seconds when i press ctrl.

This is also happening on my chrome browser, the pages will keep refreshing so fast that the page can never load because it keeps refreshing.

Plz help this is making my computer unusable.
