Hi Manohar,
If you are using Windows OS on both PCs, I recommend you to connect your external to your desktop PC and open Disk Management. Check if the drive is recognized with a correct file format and a drive letter. If no letter is assigned, assign one manually by right clicking the drive. When connect to your laptop, your hard drive may have assigned a letter which is already in use in your desktop PC. Changing the letter should fix the issue.
If both PCs are using different systems, for example iOS and Windows, you may need to format the drive in exFAT in order to use it on both PCs. Before doing so, I recommend you to backup all important data.
Hope this helps

In that case, check the solution provided by Ambucias: manually uninstall the external drive’s drivers from Device Manager. Once you restart the PC and reconnect the device, the OS should reinstall the drivers. If the issue persists, check the drive manufacturer’s web page for some information about driver compatibility issues. Are both computers running the same version of Windows?

After plugging in the device, go to device manager (In run type "devmgmt.msc") In Device manager go to "Universal serial bus controllers" It should list the storage devices that you have connected to your PC. Right click and then click "Uninstall. Remove the USB drive and restart your system.
Try connecting the device again
