Frozen, no-option Screen

In attempting to change the wallpaper on a new monitor, I wound up getting a screen that appears to be a greatly magnified version of wallpaper, but there are no icons, hot buttons or any way I can see change the screen or move forward.

How do i get out of this? I have rebooted with no change.

can you boot into "safe mode"? Press F8 after you see the Windows logo.

Thanks for your response. No, I can't seem to get to safe mode.

I was able to get into safe mode, and able to access the control panel. I still haven't been able to correct the problem, but at least I can access my programs. ThANK YOU SO MUCH FOR YOUR HELP.

OK then I suggest you restore the computer to a date before the problem happened.
