if you can format this transcend USB with cmd command, like diskpart, regedit. you can try Disk Management, or the third party format software, like AOMEI Partition Assistant, EaseUS Partition Master and other format tool.
Steps to format with Partition Assistant:
1. Insert Transcend flash drive into your computer, launch Partition Assistant. right click the USB drive, select "Format Partition".
2. Edit File System with the right one.
3. Apply this operation.
OR
you can use the "NTFS to FAT32 Converter" feature to format without losing data.
