Turn on pc but wont display on monitor

Hello,
When I turn my computer all the lights on the tower turn on but nothing is displayed on the monitor. But also the fan that cools the CPU is running slower than when it worked before. Is this a battery problem? or something else entirely?

What kind of PC is it? What model and maker? HP, DELL, GATEWAY?

How long have you had it?

I have had for almost 2 years now, replaced all the parts besides PSU, motherboard, and CPU. It was initially made by Ibuypower so im not quite sure what the make is but http://www.google.com/... is the one i bought for stock.
