Can't access modem config page

Hello everybody, I have a D-link ADSL 2 modem, and I have internet access too but i can't open the console of modem.
when i ping 192.168.1.1(it's connected directly via cable, and OS is win 7) it's reply but TTL = 254.
i checked arp - a and it shows the first device is my modem. i changed NIC config and set manual IP and Gateway but all the way ttl is 254 and I can't open the config page. please help me!

Find a little hole in the back of the router. Grab a stick pen, and hold that little button in until the whole thing reboots. Now try it with the default password.

You can try to restore the factory settings, press the reset button using a sharp object such as the tip of the pen or the needle or paper clip, press and hold for 20 seconds, release and wait until the router reboots.

Open your favorite web-browser and type the default IP address of the router, according to the router brand you are using. Some of home Router is 192.168.1.1
