Can't get Remote Desktop to work

I'm trying to connect my Windows XP Professional desktop to my Windows 8 laptop via Remote Desktop, both of which are on the same local network. I've allowed Remote Desktop on my XP, made sure the firewall is excepting any Remote Desktop network signals, and I've found out and entered the IP address for my XP into my 8. However, when I attempt to connect, I get the message that "Remote Desktop can't connect to the remote computer for one of these reasons:
1. Remote access to the server is not enabled
2. The remote computer is turned off
3. The remote computer is not available on the network."
This seems like it must be a simple fix, but I can't figure out what I'm doing wrong. I've even tried disabling the Norton Security firewall active on my computer, but nothing. What can I do to make Remote Desktop work?
