A long period beep before starting

Hello,
am mark obita my dell latitude has a hard drive that suddenly can't boot and makes a long period beep before it goes i think the head is stuck but i opened and the heads aren't stuck so maybe the head can't enterto make contack with the disc

If you opened the hard drive case then you have effectively DISTROYED the drive ad made the data unreadable. I expect you will need to replace the drive and re-install Windows.
