Hello, the simple solution is to ask your sister about the phone number she registered it with. However, is doesn't know the phone number then you are right. Indeed, it's a dilemma. Since, hard factory reset doesn't remove the security check, your only chance is to flash the phone with it's default ROM or any compatible ROM.
If you do not know what I am talking about, you better bring your phone to professionals to flash ROM for you.
