When I download, i get 2000KB/s thru firefox, then go down to about 520KB/s.
The reason is that most web browsers record using KB/s, even though sometimes they put them all lowercase. if you divide your connection (1600) by 8 (bits - bytes conversion), you get about 200KB/s, which is what you are getting. I get 4000/8 which is about 500KB/s.
Conclusion: you are fine.
