So, where did you get the idea to "re-install" system32 and wow64? Those are folders and not programs. I am curious what you were trying to accomplish?
Try this:
Get a command window (windows key and type CMD)
In the Command Prompt window type the following, and press Enter:
sfc /scannow
Give that a try!
