Laptop just keep saying shutting down I can't access to windows

Hi, I have a little problem with my laptop windows 8.1. I was using my laptop the other day and after using it I tried to shut it down but it never actually shut down its kinda like froze but loading. Now it even when I turn it off or reopen my laptop it's always saying shutting down with the moving loading sign. The battery of my laptop is built in so I cant just take it out and put it back in again :(
I could really use some help, thank you!

Hi

I suggest that you try to boot in safe mode and try to repair your operating system.
