Can't access hard drive

I have an EXT drive who's partition had been labelled "RAW" and I managed to access thru recovery software to get data off. I then proceeded to "CLEAN" (using diskpart) the drive to re-partition and format. There unfortunately was a power outage during the clean process and when the computer re-started, BIOS recognizes the drive on AHCI PORT3 (WD30EZRX) and shows S.M.A.R.T. Capable and Status Bad..

Press F1 to Resume.. (which is no surprise)

Of course anything after this point does not detect the drive. Since BIOS detects it, is there a way to make it available beyond this point? Windows 7 and diskpart wont as well as a bootable disk I have to repair and copy hard drives.. It's a 3T and would love to get it working again, but I guess I should just be grateful I got the data.
