Why I cannot send attachment to my Gmail using mobile phone Samsung Note 3 Neo.

Is my attachment file can't preview in the Email on Gmail

Of course, if it's attached it will be sent a separate file attached to the text, hence you will not be able to preview. If's as if you attached a document with a paper clip or a staple.

My Gmail can't preview the attachment & picture

I only can view in to install Inbox by Gmail
I have send my attachment & picture in Compose
