I don't think that your ram is the issue, most likely your CMOS battery that needs to be replaced.

Thank you so much for the wonderful reply sir,
When I switch on the laptop (Inspiron i5 1464) nothing displaying on the screen ( even DELL LOGO also not showing) . after that laptop is giving 6 short beeps and after 3 seconds again 5 short beeps coming from the laptop. that's it Sir. battery LED is blinking as RED.

Your ram seems okay, you should now look at the Video card/chip failure. Since you can't run the Dell Diagnostic, I suggest you consult a technician.

Hi Sir, I went to the technician for Diagnosis the problem. He is saying that Video card problem. it will be solved. but once again problem comes means we cant do anything the entire computer will be dead he is saying like that sir. What i have to do now sir? Please help me.

Today I went to the technician He confirmed that My laptop is having Video card issue.
then he is saying that, "we will rectify the problem then it will work. If the same problem repeats means we cant do anything," like that technician is saying sir

I strongly suggest that you get a second opinion from another qualified technician, the one you consulted doesn't seem to be sure of himself.
Don't tell the second the technician about the video card, just tell him that your laptop is not starting and tell him about the beeps. See what he says after he examined your laptop.
It's a lot of worry and trouble for yourself...sorry

I have just realized, you are correct, it has an inbuilt (integrated) video card.
It's very difficult to replace those chips and the entire motherboard might need to be replaced.
I don't know how old is your laptop but it just may be much more advantages for you to purchase a new system than having the one you have repaired.
All laptops with integrated (built in) video or sound cards are not advisable. They have a lifespan, that mean that after a certain time, they are programmed to fail to make you buy another.
I would look into HP
