Systems files corrupted

I downloaded this free version.It is installed but when I try to use I get
"Certificate file is missing or corrupted,please re-install it."
I did re-install but still getting this message.

I dont know when or how it happened, but currently any time I open anything tied to windows explorer I get a large white box as if it is loading explorer.exe and nothing else. nothing loads, I cant close, I have to force close it through the task manager. I have tried deleting the explorer.exe and iexplorer.exe using regedit to no avail.
I have windows 7, use an AMD motherboard, ive tried using malwarebytes and superantispyware.

i cant currently think of any other info to add atm

Desktop is dropping after boot. I cannot open task manager because I try but I get error message that says task manager was disabled by administrator. I have to click ok. Then I get the same problem. I cannot do a system restore because I cannot go back past the last time I tried to do it, which was two days ago. There are no more available days to restore to.
Symptoms: When I boot my pc, it comes up fine, with all the regular icons on the desktop and programs appear to be running, but then my desktop icons, and all files I might be trying to click on close down in a flash. My WD Elements hard drive is corrupt or unreadable and I would love a solution. Anyone have any tips to solve this problem at home?
When I plug the hard drive in its recognised but instead of registering as 'WD Elements' like it normally does it stays as 'Local Disk G:/'. When I attempt to open the hard drive it says 'G:/ is not accessible. The file or directory is corrupt or unreadable'

I'd love to be able to recover a majority if not all my data so any help would be great but the conpanies I've spoken to charge commercial prices which are just way too high!
I'm no computer expert though so keep it simple.
