You could check if your router ports are opened up correctly.
uTorrent and other torrent clients use a certain port to communicate with other peers.
You could login onto your router and manually open up the port in your router's NAT setting.
I recommend you set your BitTorrent client to use a standard BitTorrent port like 6889, and then in your router forward TCP port 6889 to your computer's internal IP address.
If you are lucky, it will speed up your torrent downloads. Especially the ones with few peers.
