Yes, isn't it frustrating. Just think, it is a service now because that is what they call it!
You can tell it to "Pause" the updates. What that does it tells MS to not place the update until 30 days later. By that time, hopefully the update has been streamlined and corrected. You cannot turn it off, though. Go into setting, updates, advanced, and turn ON pause updates!
