My PC doesn't turn on

Hello,
My pc suddenly stopped turning on. When i turn it on the screen loads and turns off again and again. I have a dell workstation t3400. Meanwhile i can hear the cpu fan speeding up and then slow down. This causes my computer to keep loading and never turn on. Help me please.

During boot, press F8. Does a simple screen display?

I have a dell monitor, it's loading bar never reaches full and the pc restarts itself.

And i only get the option of F12
